正式タイトルは『ANOTHER STORY OF BUBBLEGUM CRISIS AD.POLICE』。『バブルガムクライシス』のナイトセイバーズ結成より5年前の設定。人間とサイバードロイドの崩れ行く境界線というハードなテーマのため、同キャストであるレオンなどは『バブルガム』とはかなり印象が異なっている。
原作者となるトニーたけざきは、園田健一の同人仲間のつてで『バブルガム』の初期メカ設定に参加した経緯を経て、原作を執筆。OVAでも世界観統一を図るため、数多くの設定作業に関わった。
